Notification access must be enabled to receive your messages in bubbles. Settings > Notification Access

You can have your bubbles floating over your background by first setting any image as the background. Then, set notification bubbles to your live wallpaper. It will then use your static background.

You might have to remove your Facebook contact photos from the bubbles if you've imported them. It all depends on the way your phone vendor stores them.
